Firstly, Button up the pants and measure the pants waist from the edge of the waist band (round the waist) and back to the point where it start.
From the side, measure from the top of waistband to the bottom of the cuff.

Measure around the widest point of the hip, loosely with no allowance.
Measure around the widest part of the thighs. Loosely, with no allowance.
Indicate how wide the cuff of the pants you would need.
Measure from the center front of trouser down across the bottom and up to the center back of the pants.
Measure from crotch to bottom of cuff.
